After spending most of the day yesterday in meetings, getting home late, then having to run out to attend a band concert, I decided just to wait until today and post both yesterday and today in one article. So here it is!

Tuesday:

IDOT audit of ARRA project

IDOT was scheduled to be in this morning to audit my paperwork for the last ARRA project the city completed in 2010. They, along with the FHWA, have already looked everything over several times and have always been very helpful. They were scheduled to be here at 9 so I had made plans to be out of the office the rest of the day after 11 thinking two hours would be enough time, but they ended up not being able to get here until after 10:30. So I couldn't be here while they were going through everything. And because I am still waiting for the last authorization to be approved, I couldn't really finish all the paperwork, so they will have to come back anyway one more time. I guess at least this way, I can be here next time so in case they can't find the information they need in my records, I can find it for them.

APWA – Detention Pond Design

The rest of the day was spent attending a talk by the APWA about detention areas. Someone from a suburb in the Chicago area shared their experiences with building natural ponds. They said in the early 1990s a lot of mistakes were made in building these facilities, and now there's a lot of maintenance and performance issues. Many have just turned into a huge pile of weeds needing a lot of work. Their community has been systematically renovating the ponds to improve their functions. And she said they are working now to avoid any problems with new ponds that are proposed by developers.

She brought up a lot of interesting and helpful tips about pond design. One included making sure an ecologist checks the seed list. She said they have seed lists submitted that contain weeds and seeds for plants that do not grow well by seed.

APWA – Communications

The other meeting I had was with our chapter communication committee. We were set up at the last executive committee meeting to look into the communications of our chapter. This was our kick-off meeting where we looked at the big picture of what we were trying to accomplish and who we were targeting as an audience. Then we decided what methods and tools we were going to research. I have been creating a workbook for us to use in this effort. So when we are done, I will post a copy of the workbook on the site so anyone else can use it for similar efforts.

Wednesday

Lighting of our Parking Lot

We are still having issues with finding lights that meet the photometric requirements for our parking lot. The last vendor I was working with could not find a light, and like our consultant, did not want to alter our parking lot configuration to make it work. So I contacted one last vendor and asked if he could find a lighting scheme that worked even if it meant changing our parking layout. Hopefully he will be able to come up with something. If not, I don't think we'll be able to meet the lighting requirements for spill over.

Staff meeting

We also had our staff meeting today. Like we do at most, we discussed all our projects. And at the end we tried something new where we held a pre-design project meeting. At this meeting we discussed next year's road project and how we wanted to approach the plan development. We also set some tentative milestones and dates.

Subdivision meeting

Later in the afternoon we met with representatives of a subdivision that is going through a possible change in ownership. The subdivision was never completed, and we are trying to work to get the public improvements done.

Miscellaneous

There were a few other miscellaneous projects I worked on such as helping a resident complete documents to vacate a portion of the city alley. And I am still waiting to get that bid tab from PACE. It has been such a busy week, and tomorrow is also looking like its another full day!

Day 66

Culvert Lining Project

It looks like our issue with the culvert lining project has been resolved. We gave the structural drawings from our consultant to the contractor. Theh contractor ended up getting a couple prices from other concrete contractors which were lower than the original subcontractor's price. So it looks like we will end up getting the work we needed done at the price that was bid. It rained today so the contractor did not work, but he should be back out tomorrow to form the head walls.

Road Project

We've started on the plans for next year's road project. Today, I worked on adding a few more roads, My supervisor had said we could try increasing the amount we normally spend since we are not keeping up with the failure rate. Of course, all this will be subject to the approval of the council. We are just going to suggest this amount. We did get a little extra in MFT funds this year so that amount could be applied to this project.

The PACE sidewalk project

Today I tried to get a copy of the bid tab for the PACE project I discussed yesterday. The person I emailed said I had to submit a FOIA request to get it and that I had to ask how to do this by emailing their law department. Well, we have been through the FOIA drill here, and from we've been told, someone can ask for something on a dirty napkin, and that is an acceptable request to which you must respond. We can no longer require anyone to go through a formal process to get something. So because I did not hear back from the law department, I tried emailing their FOIA officer directly. He read the email but did not respond, so I'll have to see if they end up sending it or not. We did ask a local contractor who bids that type of work if they put in a bid, and they had not even been aware the project was out to bid.

Water Main Project

I met with the property owner of one of the parcels where we are asking for an easement for our water main. They said we could go ahead and submit the documents for their signature. I also worked a little more on the modeling but realized I needed the pump curve for our high service pumps at the water plant. So I arranged to have them sent over.

I really wanted to title this blog post:

Today I Discovered Why We Have no Transportation Funds!

The other day, I wrote about the BRT and Randall Road -  the major corridor that runs through many of the communities in our area. In that post, I also mentioned the Route 529 study – this was a study about the bus route running along the Randall Road corridor. One of the conclusions from the study was that there needed to be better infrastructure along the corridor for the people riding the bus. And if you drive the corridor, you'll see this is definitely the case. The bus stops are only marked by a lonely sign sitting at the edge of a roadway where about 20,000 cars a day speed by at 45 miles per hour. So a rider must get off in that environment, find their way across a ditch and then through landscaping to a shopping center. So a project was proposed to construct bus shelters, pads, and connecting sidewalks. 

Chicago

PACE, the local entity providing bus transit in the Chicago Metro area, arranged to bid out a project to construct the suggested infrastructure. Now, I don't know all the details of this project, but according to the PACE website the project is listed as Bid #406453 and shows a cost of almost $1.4 million that was awarded to Landmark Contractors, Inc. In our area, along Randall, PACE was proposing to build the shelters, pads, and sidewalks not only on the side of the road the shelter is on, but to also build the connecting ramps and sidewalks at the other corners in the intersection nearest the shelter. We had all reviewed the plans over the last few months to make sure we had no issues with what was going to be constructed in each of our communities. So today, we were invited to a preconstruction meeting for the project. The contractor, Landmark Contractors was at the meeting along with a person from PACE, the project designer, county staff, and city engineers from a few of the cities along the corridor.

Now I've been to a lot of preconstruction meetings over the years, and this one most definitely did not end up to be your typical precon. However, it started out fairly typical – there was a discussion of how the concrete would be protected from the effects of the salt once winter weather set in. This was a valid concern because over the last few years, beginning about Dec 1st, we've had temperatures drop to well below freezing and had significant snow and ice. And that is only a few weeks away. I won't bore you with the discussion, but the bottom line was that there really is no way to adequately protect the concrete this late in the game. So the discussion moved onto "shouldn't we wait until Spring to start?"

And this is where it started to get strange. Because a few of the people had just shown up at this point (we had started early), the group moved on to tell us that they were cutting back the plans to only do what was required of them to meet the ADA. This meant they would only build the infrastructure on the same side of the road as the shelter leaving no route across or on the other side of the intersection. It was explained they had to do this because the bid prices came in so many hundreds of thousands of dollars more than what they expected that they could not afford to build what was on the plans. Now this is where I started thinking something was wrong – it was basically a sidewalk project  - how in the world could the bid come in that much higher? Particularly at a time when we are seeing the lowest prices ever on construction work? The other engineers in the room must have been thinking the same way based on their questions. I finally suggested that if the costs per square foot were so much higher, why didn't they just let each city build it for them as part of the MFT projects, and they could pay us the grant money. When I had said this, I really wasn't sure of the bid price they had received, so another person at the table pushed the list of bid prices over to me. I wanted to stand up and yell, OMG!!! Wow, they were paying $8.26 per square foot for PCC Sidewalk! Now, I don't know what the rest of you across the world pay, but we normally pay anywhere from $4.50 to $5.50. And I've even seen it lower if we are doing a lot of it. And in this case, PACE was proposing building 39,000 square feet! For that amount, in this economic climate, they definitely should have gotten a better price.

And the other unit prices were no better! It looked like $175 per cubic yard for earth excavation and about $47+ per foot for curb and gutter. Again, the engineers in the room, including myself, could not help but call attention to the prices. The contractor said they were so high because he had to deal with the cold weather including the use of blankets and overtime costs. Someone else pointed out that he was the low bidder and that PACE had followed all the proper bidding procedures – I guess that was supposed to mean that the prices had to be ok. The contractor did suggest that if the work was held off until Spring the prices would be a lot lower. But what was also strange was that he said he could lower the unit prices as part of the contract. I figured if he lowered them to what is normally bid, he would be cutting them in half. But normally when you award a contract with unit prices, you can't just change them. There's a process, and the adjustment is usually only about 10%. So we couldn't figure out how they could legally do this without re-bidding the project. Which was something we suggested – wait until Spring and take the time to re-bid.

There was some discussion that PACE was worried about waiting because the Federal grant money for this project could be pulled at any time so I guess PACE has to quickly spend it to avoid losing it. The PACE person made it sound like the Federal government arbitrarily swoops in and takes the money even if they are already under contract for a project and obligated for the funds. Finally someone suggested that after the plans were stripped to only what was required, the remaining work removed from the contract could be completed by others, and for a much lower cost than the bid. But the problem here was there was a chance the cities would be asked to pay for a portion of this. I did mention that I would have a hard time advocating for our city to help pay for any of the improvements that were removed if the reason they were removed was because the bids PACE accepted were significantly higher than costs normally bid.

By the end of the meeting, I was thinking that I can't imagine a city awarding a bid like this. If bids come in significantly high it's usually a problem with material or contractor availability or a problem with the plans. And in this case, it did not appear to be any of these. So the only conclusion I could come to was that PACE must have had no problem awarding a bid that included prices that were about twice the cost of bids other agencies would receive for the same type of work. It was all so very strange and did not make sense that I figured I was either totally naive and did not understand how transit agencies and funding sources from agencies like the FTA really work, or I was totally missing something, or as I said above: I discovered why we have no transportation funds! But no matter what, I figured if they do reauthorize transportation funds, they really need to write into the law a way to prevent agencies from awarding bids in situations like this when the bids are significantly higher than the estimated cost and obviously not reflective of the market conditions.

After all that, anything else that happened throughout the day faded into the background.

Culvert Lining Project

Today was somewhat of a continuation of the issues that started yesterday with our culvert project. Tomorrow I am meeting with the contractor and giving him the detailed structural design that we received today from our consultant. The contractor will have to determine if the work shown was what he anticipated when he bid the job. If not, he will tell us how much more he would charge us. Then if this is the case, we will need to review the increased amount and decide if we think that is a correct value. If not, and if we cannot reach an agreement, we will have to remove the concrete work from the contract. 

This is a good lesson in why it is so important to have a lot of detail in the plans. A misinterpretation of the plans by the contractor or a difference in interpretation from what was expected by the engineer can lead to problems like this during construction. It can also lead to higher bid prices if there had been some uncertaintly on the contractor's part about the work when he was determining his bid. It's frustrating for us because we are managing the construction, but had to rely on another engineer for the design and the plans. And I realize it's frustrating for the contractor. Now we have a real chance of having to delete the work from the contract because the plans/specs seemed to have caused a difference of opinion over what the work entailed, and we are not sure if we can come to some agreement on the cost.

Water modeling

I have been working on the design of a water main extension. Today I contacted one of the owners of a parcel over which we are asking for an easement. We arranged to meet later this week to look over the area. I also started working on running an analysis of the water system with this line in place so I can finish filling out the IEPA permit. Fortunately a model was built several years ago when the city built a new water treatment plant. And the consultant who built that shared the information with us. It was built with EPANET so I downloaded the program. In the past I've used a DOS -based program and WaterGems, but since the data is in the EPANET format, I will just try to figure  that software.

Miscellaneous & NaNoWriMo

We also drove a few more roads to determine their condition. Then at the end of the day, I attended an APWA education committee meeting. Today was also the beginning of NaNoWriMo. It's not really an engineering event, but I've always enjoyed writing so have tried to participate most years. And it's a great incentive for working on writing skills. I encourage anyone interested in writing to check it out!

Culvert Lining Project

Today I spent the day mostly troubleshooting some problems. The concrete subcontractor for the culvert project was on site. From what I was told by the project engineer, there seemed to be some confusion over what was to be done for the concrete headwall replacement. In a way it didn't surprise us because we had been wondering about the work too. We  used a consultant to design the plans because of this structural component of the job. So we relied on their design for this work. However, we were surprised the plans showed little detail for this work. The consultant had provided a short special provision, but no drawing. Right before bidding, we added a detail on our own just because we thought the contractor would need some designation showing what was to be removed and replaced.

So today I called the consultant to ask if he would please explain to the contractor the structural design because as of today, the contractor had nothing to go on and was basically designing it as he formed it. And of course, we didn't think this was a good idea since he obviously was not a structural engineer nor was he performing any type of calculations. The consultant seemed to think the contractor should have designed the wall and submitted the design to us for approval. I didn't remember discussing this nor did I remember seeing this in the specs. And I did remember we had a cost set aside in the consultant's contract for structural design. And once the bid was approved, the consultant had billed the full amount for the project. So I imagined the structural work had been done.

Fortunately the consultant did send me a sketch by the end of the day showing the design, but unfortunately for some reason he had only designed and shown the headwall from about the midpoint of the pipe to the top. So I emailed him back to ask if he could please provide the design for the other half of the wall. Hopefully we will get the rest of the design tomorrow so the contractor can come back and finish the project.

After all that, we started wondering if we would have been better off designing the project in house and sending out just the structural part to a structural engineer. Then we could have more direct control over the design and would just be incorporating his design into the plans we develop. 

Public Works Meeting

We also had our public works monthly meeting with the superintendents. We couldn't spend as much time going over everything like we normally do because a few of them had a meeting following this one, and we spent most of the meeting dicussing finances with our finance director. He was invited so we could ask questions about the budget to help us better understand how to track and code our invoices.

I also learned at the meeting that the whole state of Illinois is now considered to be in quarantine for the EAB so we can transport Ash tree logs/branches anywhere in the state. From what I understand they cannot be taken across state lines.

In this meeting I also asked about fixing another problem we have noticed. It's a small hole developing in a pavement that was built a few years back. Although it looked like at first we had no utilities there, after checking the plans, it now looks like it could be at the location of where an old inlet was supposed to have been removed and abandoned. It was decided to dig it up and see why it is failing – although we are not sure yet, some reasons could be the contractor never did properly remove it, or he did and failed to properly compact the fill. It was a project inspected by a consultant so we have no records showing exactly what was done.

Parking Lot Project

Today we heard from the consultant we have designing the lighting for our parking lot. After trying a few different types of lights, he has not been able to find a light that meets the city's photometric requirements. At this point, the only thing I can think of doing is to ask a lighting vendor to pick something out. That's what I used to do where I worked before so I'm hoping tomorrow we can call a few and ask them to help figure out what lights will work best for our lot.

Utility Permit

Finally, I received a call at the end of the day from a business downtown because they were concerned that a utility company was installing an underground conduit on private property without permission. I had signed a permit for the utility to do the work which included running a line down a portion of the city's alley, then turning to run through the property of the customer asking for service. Because the utility is responsible for making sure they are on the right property, I told the person calling that I would contact the utility and let them know they need to make sure they are on the right property. And when I called, the permit coordinator told me his manager was already on his way to the site.

Bus Rapid Transit

Today a few of our staff attended a meeting at Sherman Hospital in Elgin. The county arranged for the meeting to discuss bus rapid transit (BRT) along the Randall road corridor. It was a well attended discussion that lasted for most of the morning. A representative began the presentations by highlighting information about the new hospital. They have a 15-acre geothermal lake for heating/cooling that has saved them $1 million in operating costs annually. Next Kane county board chairman Karen McConnaughay summarized the county's work and vision for Randall road. Then Josh Ellis from the Metropolitan Planning Council  shared with us his organization's work with studying bus rapid transit in Chicago. Earlier this year they released the report:  Bus Rapid Transit: Chicago's New Route to Opportunity . His explanation of how they identified potential corridors was interesting and made sense. 

Next up was the consultant who has been studying the implementation of bus rapid transit along Randall road – a long transportation corridor that links many of the larger communities in Kane County. It's interesting to me as someone who just moved back into the area a few years ago to listen to these studies and recommendations, remember what the corridor used to look like 30 years ago, then hear the background story of how Randall road developed. Many, many years ago when I lived and worked for the city of Aurora, I used to occasionally drive along Randall road to visit parks and the fairground. So I remember the rural character of the road that existed before development broke loose out here. Having left the area about 1985, I never saw how the road expanded to a four-lane urban section with major big-box stores replicated along it from Aurora to Elgin. But I've been told there was great effort put into making sure the corridor was streamlined for the movement of cars to the point of designing out pedestrian access. These past efforts seemed to have worked – the road moves a tremendous number of cars on a daily basis. However, it most definitely is not conducive to moving peds/bikes. And unfortunately, all those stores and amenities are huge attractions for the large population living on the other side – particularly teens who can't drive (I know from personal experience with my own children). Over the last few years, attempts have been made to bring the pedestrian back into the mix by adding sidewalks and a bus route with stops. But the pedestrian infrastructure has a long way to go, and that doesn't help with navigating the long distances between shopping centers. So, to summarize, the current trend is to "undo" the "success" of initial, car-centric development efforts in the corridor.

After hearing from the county's consultant, we broke into groups to further discuss the feasibility of implementing BRT in the corridor. Everyone seemed to conclude that yes, it could work, but… I think the "but" shows the success of BRT will be dependent on the market, the understanding and acceptance by the city governments and the public, the funding, and the specific characteristics of each area along the corridor. One key change that will have to occur is for the corridor to change from a sprawling retail center to an area of high density, mixed-use developments. This is because BRTs are dependent on the presence of a large population in need of transit. So the question is, do people want this part of their community to transition to a densely populated area with a mix of other uses in order to improve movement of pedestrians along the corridor? It's hard to say.

Finally, the morning ended with planners from PACE demonstrating the current challenges of navigating the current bus system along Randall road. The problems include a lack of shelters, sidewalks, and navigation aids. Fortunately there are plans to install shelters and sidewalks next year so this will greatly improve the experience.

Overall, readers of my blog can probably figure out what was on my mind the whole time – PRTs! or personal rapid transit. With the cost of BRTs at $2.5 to $24 million per mile, it definitely should be cost effective to instead implement a PRT system, and it would be less intrusive to the corridor. There are other benefits over a BRT such as not having to wait for a bus or learn a schedule and not having to tolerate a packed bus with no where to sit or place bags, and I am not so sure a PRT would require the change to high density. But of course, this is what is so frustrating about being in the US – most people here want to hang onto old technology while other countries are already implementing newer and better solutions that we refuse to even acknowledge. What makes it even more frustrating in this situation is that we were not talking about putting in a BRT system today – this is our county's vision for 2040! By that time, every other country in the world will have a PRT system, and we'll just be cutting the ribbon on a new BRT system. Oh well, I embedded a video showing the new PRT system at Heathrow. Maybe by 2040, I'll be retired and can move to a place like England!

 

Downtown Plan

After lunch we had another meeting to finish reviewing our downtown plan. There are a lot of changes we've made to the draft so the consultant will have a lot of work to revise it. Of course, the focus of our department is more on the transportation sections, but it's still interesting to listen and learn about the zoning and economic development side of it all.

APWA Meeting

At the end of the day I met with a few members of our local chapter of APWA. We have all volunteered to help out at a workshop that APWA will host on November 10th to teach team building and problem solving skills. It was a good and fun discussion, and everyone came up with great ideas to integrate into the day. One side discussion that came up at our meeting was the lack of engineers in the US compared to other countries. Although we didn’t get into a lot of theories of why this is, I have to wonder if it does have something to do with what I mentioned in the BRT paragraphs above – the US is behind other countries in investigating and implementing new technology. I realize this is not in every industry, and from what I can tell, our military is impressively cutting edge. But these pockets of innovation don’t get transferred to the lives of the general public.

One suggestion I had made at the BRT meeting was to take the discussion into the schools – after all if they are talking about something for the year 2040, it’s the people in school now who may well be weighing in on the fate of Randall road. Better to have them aware of it and thinking about it now. And maybe it might get some interested in pursuing a career in transportation. But few seem interested in doing this or in seeing the benefits of involving schools in what we do. So we end up with kids in school who see adults implementing the same old solutions, avoiding innovation, and leaving them out of the discussion. Why in the world would they be interested in engineering! However, I realize there’s also the chance that places like China have more engineers because they are making kids study engineering. My co-worker is from there, and she said she had no choice what to study or where to work – that was all decided for her by the government.

On a lighter note, I did discover one of the other volunteers also plays World of Warcraft which also started a whole other side conversation!
